Dwarf Car Division - Classic Modifieds - Mod Lites - 2008 Rules of Competition

 

GENERAL RULES

1. TUSA race rules shall apply to all IRS Racing Series sanctioned events.  Driver must hold a current IRS competition membership in order to be eligible for any points, contingency prizes, or added payouts for the series..

2. All participating vehicles are subject to IRS inspection at any time prior to, during, or after an event.

3. Approval of any dwarf car or mod-lite vehicle by the inspector shall mean only that the vehicle is approved for participation in a competitive event and shall not be construed in any way to mean that the inspected vehicle is guaranteed mechanically or safety sound. Be it further declared that the inspector shall not be liable, nor shall the sanctioning body, for any mechanical failure not for any losses, injuries or death resulting from same.

SPECIFICATIONS

1.  BODY STYLES

Any car specifications not covered in these body specs are subject to IRS interpretation.  Any significant performance advantage will be addressed on an individual basis.  IRS reserves the right to determine what constitutes an unfair advantage.

(a) 1928-1948 American-made production vehicles only, 5/8 scale, two-door sedans, coupes, or pickup trucks. These are to be known as Classic Modified body styles.

(b) Modified appearing body style such as IMCA or DIRT modified. These are to be known as Modified Lite body styles.

(c) All chassis specifications are the same for both body styles.

 

2. BODY REQUIREMENTS AND SPECIFICATIONS

2a.CLASSIC MODIFIEDS

(a) Body must be 5/8 scale, stock appearing. Maximum outside tire width 60", Cars must pass freely through a hoop 60 1/2” wide by 50” high, 73” wheelbase plus or minus 1".

1.        Must have grill shell or simulated open radiator matching original body style, any material.              

2.        Doors, windows, and cowlings must retain stock appearance.  Hood louvers allowed for cooling, but must maintain stock contours.

3.        Engine compartment must conform to scale and match contour of body.  Hole may be cut for breather clearance only.  Ram air induction system prohibited.

4.        Must have closed trunk lid or fully enclosed trunk access panel conforming to original bodylines. Louvers allowed no holes.

5.        No fenders.

6.        No wings or spoilers.

7.        Ram air induction system prohibited.

(b) Body will be metal construction, 26-gauge steel or .040" aluminum minimum. Fiberglass or plastic grill shells allowed. All exposed edges must be folded or trimmed over. Legends cars may be allowed under local rules. No lips or spoilers of any kind.

(c) NO open top cars (roadsters, convertibles). No panel trucks, station wagons, or specialty cars.

(d) Classic Modified Overall Dimensions

1.        NO car over 50” tall, top to ground. Body height maximum 44”, bottom edge to top (including frame rail).

2.        Maximum body width: 38” Maximum frame width 34”; min 30”

3.        Body contour must follow frame and roll cage.  Roof hatch entrance allowed.

4.        Frame ride height must not let car bottom out on track.

5.        Drivers door must be operational and equipped with secure latch.

6.        Fasteners on hood, trunk, or panels must be positive, locking type.

7.        124” maximum total length, bumper to bumper.

8.        Kick outs or side nerf bars must be mounted at three points and run full length between tires.  1 Ό” max .125 wall thickness.  Cannot stick out beyond 1” from the side of the tire.

 

MODIFIED LITE

The intent of these preceding specifications is to follow the bodyline and design of an exciting IMCA or DIRT modified racecar.

 

 

2b.  MODIFIED LITE

(a) OVERALL DIMENSIONS

A.      42" min 50" max from ground - total car height.

B.       124" maximum total length, bumper to bumper.

C.       SIDES AND REAR QUARTER PANEL

1.        84" max - Door and rear quarter length.

D.      30" min 38" max - side height of rear quarter panel from the ground.  30” max height of quarter panel.

E.       HOOD

1.        20" min 27” max - hood height excluding breather protectors (bottom of frame rail to top of hood). Ram air induction system prohibited.  Rear of hood becomes part of windshield area rules.  No part of nose section (in front of spindle centerline) may be wider than a maximum of 24”. Hood may taper out to door panels at the rear.

F.        ROOF PANEL

1.        40" min 48" max - length of roof panel.  36" min 42" max - width of roof.

No part of roof panel may have more than 14o of angle rake.  No deflector of any type on upper sides or rear of roof panel.  Roof entrance hatch optional.

G.      REAR UPPER QUARTER PANEL

1.        20" min 38" max rear upper side panel may contain Plexiglas.  Side panels maybe no higher than 3" at the rear of the straight line of quarter panel top edge.  Side panel may be no higher than an imaginary line from the rear edge of roof panel to 3” above the top edge of the rear quarter panel.

         H.   SIDE WINDOW

1.        18" min side opening length. 10" minimum side opening height front and rear.

         I.     INTERIOR

1.        46" min 50" max - width of rear shelf and body panels. Rear shelf may have no more than a 5o max rake and may not be concave or convex in design. No lips or spoilers of any kind. The rear frame area from the rear shelf downward a minimum of 16” must be completely enclosed the width of the frame.  Louvers allowed, no holes.

J.        ADDITIONAL INTERIOR SPECIFICATIONS

1.        36" min 56" max - length of right side pod area with max 30o.  Left side pod may be altered for driver access.

2.        Rear quarter distance from center of rear 20" min 30" max.

3.        Cockpit cover with a max of ½” lip will be permitted providing the on/off cutoff switch is reachable from outside the car by safety personnel.      

4.        Deck lid height from ground 30” minimum, 36” maximum with NO rear lip extending upward.

5.        Side pod may not extend rearward past the centerline of rear axle.

6.        Body must be centered on chassis.

7.        If windshield is used, it must be flat.

8.        All body dimensions will be teched + or – ½” unless otherwise specified.

3.  WEIGHT        

(a) All cars following (a) IRS rules will use TUSA Spec Motor” program and must weigh a minimum of 1240 lbs, with driver after race.

 (b) No weight outside of car body, i.e. on nerf bars

(c) Hood will be clearly marked with cc displacement and minimum weight as outlined in Engine Specification, Paragraph 11.

(d) This weight program will be monitored for parity and competitiveness and may be changed at the discretion of the IRS Officials.

4.  BUMPER DIMENSIONS

(a) Front maximum width 30", Bumper height 6” to 8" with 2-bar loop. Ground to top of bumper: 12” minimum, 16” maximum.  Bumper may not extend more than 12" forward of front tires.

(b) Rear maximum width 56” with 3 vertical bars. Bumper height 6” to 8" with 2-bar configuration. Ground to top of bumper: 12” minimum, 18” maximum. May not extend more than 8” behind rear body panels.

(c) Bumpers must be hollow with max wall thickness of .125

5.  FIREWALL

(a) Firewall must be metal and must completely separate engine compartment from cockpit. Engine protruding into cockpit must be enclosed.

6.  WINDSHIELD

(a) Windshield must be Lexan, wire mesh, or protection bars. Lexan highly recommended when running asphalt. No Glass.  All other cockpit areas must remain open.  Deflectors may be used in front of driver.  May be no wider than roll bar area.

7.  NERF BARS

(a) Full length nerf bars between front and rear tires mandatory.  Maximum outside diameter of 1.25” and .125 maximum thicknesses, must be hollow and may not extend out beyond tread width more than 1" at the rear only.

8.  SEAT

(a) Seat must be high-backed aluminum, racing type. All cars will have a permanent bar located behind top of seat at shoulder level. Bottom of seat will not be more than 63" back measured from upper ball joint. Seat may be tilted back for added driver head clearance, however, no portion of the seat may be back more than 70" as measured above.

9.  NUMBERS AND GRAPHICS

(a) Car number must be minimum 12" in height and 2" stroke. Must be displayed on each door and roof or trunk. Numbers in 4" size should be on front and rear of car to help with line-ups.

10.  WHEELS AND TIRES

(a) Steel wheels only, minimum wall thickness .090", 13" only, Wheel width max. 8".

(b) Tires can be of any manufacturer, including Goodyear, American Racer, and Hoosier Racing Tires so long as they are DOT or “Dwarf” plated or specified. NO MIDGET OR ANY OTHER CLASS SIZE TIRES ARE ALLOWED.

(c) Hoosier Racing Tires must be plated UDRA, TUSA, TUSA-S or TUSA-M, NO EXCEPTIONS. Tires must test 40-durometer minimum (or harder) before race for dirt and 50-durometer (or harder) before the race for asphalt.  NO RACING SLCIKS ALLOWED AT ANY ASPHALT RACE AT ANY TIME.

(d) Bead lock rims are optional for dirt races on right side only. They are not allowed on left side.

11.  ENGINE SPECIFICATIONS (All classes)

(a) “TUSA Spec Motor” Specifications:

*1000 cc or less Water-cooled engines produced after 2000 may compete in this program

1.        Must remain stock bore and stroke, no altering rod or piston specifications.

2.        All head components must remain stock, (except cam sprockets may be slotted type). Cams must be as per original equipment manufactured (OEM) and must meet specs as per manufacturer.

3.        OEM stock ignition system only. Power Commanders or fuel monitoring devices permitted but may not include any additional boxes, modules or devices to alter motor functions.

4.        Engine must retain its stock fuel induction system. May run aftermarket air filters

5.        Alternator recommended but not mandatory.

Engines eligible for this program, Suzuki GSXR 1000, Honda CBR1000RR, Yamaha YZFR1, and *Kawasaki ZX10. All other engine requirements apply from section c.

     *All Kawasaki ZX10 engines must run in the TUSA Spec Motor program only.

(b) “TUSA Open Motor” Specifications:

1.                    Side draft motors 1250cc (+1%)

2.                    Down draft motors limited to 1200cc maximum with no variance.

3.                    ZX12 - Must remain stock bore, stroke, rod length, and be stock appearing. Stock OEM fuel injection only.  All head components must be OEM stock with the exception of cam sprockets. OEM stock ignition box only to control engine functions.  Power commanders or fuel monitoring devices permitted but may not include any additional boxes modules or devices to alter motor functions.

4.                    Water-cooled engines 1100cc and below can run carburetors or fuel injection systems.  Engines above 1100cc OEM must remain in their original stock configuration of carburetors or fuel injection.

5.                    Down draft engine must run gasoline only.

6.                    No engine can be modified to be less than original stock configuration OEM specifications.

7.                    Engine must be in production for a designated time period to determine its competitive relationship with our current motor program.  Any major changes to existing engine by the manufacturer must be reviewed by board before approval.

8.                    OEM Electronic engine components (Power Commanders permitted) will be reviewed annually to insure equality.

9.                    Carburetors and cams optional. (Except ZX12)

10.                 Aftermarket cylinder & cylinder heads: No aftermarket cylinder or cylinder heads allowed on water-cooled motors. No aftermarket cylinder heads allowed on oil & air-cooled motors, aftermarket cylinders authorized.

      11. Porting, grinding, polishing or changing stock configuration of intake or exhaust ports allowed for oil &             air cooled motors. Carburetor/Fuel injection boot must fasten directly to head in the stock intake port location.

      12. No porting, grinding, polishing or changing stock configuration of intake or exhaust ports allowed on   water-cooled motors.  Casting part lines must be visible upon inspection. Intake port area may be altered to match intake boot. Alteration not to exceed 3/8” into intake port. Carburetor/Fuel injection boot must fasten directly to head in the stock intake port location

      13. Header must attach directly to head in stock exhaust port location

      14. Oiling system may not include a dry sump system.

      15. No increasing or decreasing of motor stock stroke in any way.

          (c) “General Motor” Specifications:

1. Four cycle, four cylinders maximum only.  Must have working transmission, clutch, and starter with all parts in place. Complete Clutch assembly must remain in engine. External reverse boxes allowed. No air controlled shifting devices.

2. Charging system optional. Battery powered ignition system only.  Alternator cover allowed.

3. No auxiliary starters.

4. Engines must be front mounted in engine compartment.

5. Engine setback: The "square of the engine" (rear fins of the jugs) may not extend rearward more than 17" from the center of front spindle.  No part of the engine or transmission may extend rearward more than 21 inches from center of front spindle.

6. No after market fuel injection, and no turbos. No nitro, or nitrous oxide.  OEM fuel injection must remain stock.

7. Engine must be cooled by original intent. May use extra fan or oil cooler.

8. Engine exhaust must include muffler and exit rearward. All muffler devices must include baffles.  MUFFLER MUST MEET LOCAL TRACK REGULATIONS, (IF MANDATORY)

(d) Engine Tech Procedures

1. Cylinder cranking compression- minimum 100p.s.i., Maximum 220 p.s.i. per cylinder average of 4 cylinders, no variance, measured with a Snap-On compression gauge, part number EEPV303A, with adapters EEPV304A, EEPV306A or MT26J200, after ten (10) compression revolutions of cranking, 15-45 minutes following feature event.

2. Carburetors or Fuel Injection and all 4 spark plugs must be removed before checking compression.

12. BATTERY, FUEL SYSTEM

(a) Battery and fuel pump must be mounted outside driver compartment.  Battery must be secure and held with non- rubber strap. Electric fuel pump allowed.

(b) Fuel cell mandatory, maximum 5 gallons, located in trunk.

(c) Gasoline or alcohol only, no fuel additives allowed. According to local preference.

(d) Reinforced or steel braided line must be used in all high-pressure areas.

(e) A direct manual cutoff switch wired to ground circuit will be installed on the right rear shelf or rear fire wall within 6” of the corner formed by the rear deck and rear fire wall.  Switch will be located over the right shoulder of the driver.   The emergency electrical cut off switch will be clearly located and marked.

13. DRIVE TRAIN

(a) Must use steel drive shaft from transmission to automotive rear end. Minimum 2.50" x .083" or 2" x .120".

(b) Quick change rear ends allowed with steel tubes only.

(c) Drive shaft tunnel must have minimum of 2 (3 recommended) 360-degree hoops between firewall and seat back. Must be fabricated of minimum .1875" X 1.5" steel bar. 1" X .095" steel tube highly recommended.

(d) Rear must be locked or have a solid spool.

14. FRAME AND ROLL CAGE

(a) Main frame members will be minimum of 1" X 2" x .120" wall rectangular steel tubing only. Mainframe rail consist of the length between the front lower a-arm cross member and the rear main roll bar upright. No aluminum allowed in cage or frame.

(b) Main frames will have a minimum of 3 cross members between firewall and back of seat fabricated of same material as frame rails. Alternate material may be steel angle, min. .125" X 1.5" X 2". Cross-bracing in floor under driver strongly recommended. Rear frame rails at rear roll bar must be 34” max and 30” minimum outside dimension.  Rear roll bar must meet same dimension as the frame it is mounted to. Frame may taper forward of driver seat area. Front engine area frame width must be 24: max and 20” min outside dimension. Left and right frame rails must be the same + or – ½”.

(c) Roll cage must be DOM steel minimum 1.25" x .083" (.095 recommended) in all cars manufactured from 12/98 on. Clubs may grandfather older cars with 1" x .065" tubing. Cross-brace or diagonal strongly recommended in hoop over driver's head.

(d) All cars must have cage bars installed across door openings on both sides. Bars should be welded in place as part of roll cage. Minimum size 1" x .065". (1.25" x .095" recommended) cars with bars mounted on doors should have full doorframe and minimum of 2 horizontal cross bars. Minimum 1” x .083". Cars with bats mounted on doors must have 1/4" x 2" steel stops welded in on each side of opening, totaling a minimum of 4" on each end of door.

(e) It is required to have a steel bar with a minimum size of 1" X .065" from doorpost to doorpost, under the dash. Steel plate on driver's door bars recommended

(f) It is recommended that, if using rivets, body panels attach to tabs welded onto cage instead of drilling multiple holes into cage bars.

(g) No down tube frame cars allowed. Any bars going from cowl area to snout must remain below the upper line of hood.

(h) Classic pickups may have two (2) bars going from upper rear roll cage down to rear clip.

15. SUSPENSION

(a) Front suspension must not extend rearward past the most forward panel of the firewall.

(b) Rear trailing arm/radius rod specifications:

1.        Arms may have a maximum length of 30”.

2.        Torque-absorbing devices are permitted.

3.        Maximum 3 radius rods or 3 link suspension

(c) Wheel offsets are allowed.

(d) Hub offsets are NOT allowed. Hubs front and rear must be within 1/2” distance from mainframe rail on either side of car, measured from center of rotor to vertical plane of frame rail.

(e) Coil-over shocks are the only allowable means of supporting the chassis. One shock and spring per wheel only.

(f) Shocks must be of all-steel construction, non-adjustable type. May not be of a type that allows disassembly.

(g) No driver shall have the ability to adjust suspension from inside car.

(h) Straight front axles are prohibited. Local clubs may grandfather existing cars for competition.

(i) No leaf springs.

(j) No birdcage type rear linkage.

(k) Anti-roll (sway) bars permitted front or rear.  Must be connected without adjustments to arm location.

(l) No torsion bar suspension system of any type allowed.

16. STEERING

(a) All steering components must have safety fasteners such as cotter pins or self-locking nuts.

(b) Manufactured quick-release steering wheel hubs mandatory.

(c) Rack and pinion steering is mandatory.

17. BRAKES

(a) All four wheels must have working calipers and rotors.

(b) Rotors and calipers:

1.        Steel rotors mandatory, .250 minimum thickness.

2.        Steel OEM calipers or aluminum calipers.            

3.        Cutting & scalloping of rotors will be allowed with no rotor surface being less than 3/4” in width.

4.        Drilling of rotors is permitted.

(c) Adjustable brake bias and wheel shut offs allowed.

(d) Competition-type master cylinders allowed.

18. SAFETY EQUIPMENT – (IRS specific additions toTUSA 2007 rules)

It shall be the responsibility of the Technical Committee to inspect all safety equipment prior to each event. Any participant not complying in full with all safety requirements in the Rule Book will not be permitted to compete. Approval of any vehicle shall mean only that the vehicle is approved for a competitive event and shall not be construed in any way that the inspected vehicle is mechanically sound. The inspector shall not be liable, nor shall the sanctioning body, for any mechanical failure nor any losses or injuries resulting from the same.

(a) Fire bottle system is required.

(b) Driver uniform will consist of:

1.        Fire suit (2-layer minimum, one or two-piece) – It is recommended that these items meet SFI Foundation Specifications 3.2A and 3.3.All firesuits are subject to inspection at all IRS events.

2.        Fireproof gloves with SFI rating tag attached.

3.        Fireproof shoes.

4.        Nomex or fire retardant underwear (top and bottom required).

5.        Nomex or fire retardant headsock

6.        Helmets - All participating drivers must wear full face safety helmets designed specifically for auto racing that meet or exceeds the 2000 or 2005 Snell Foundation or SFI Foundation 31.1 Specifications and are labeled as such. Helmets will be subject to inspection at each event by the Technical and/or medical representative

7.        Neck collar as a minimum is required. Head and neck restraint systems recommended.

(c) Car must be equipped with 5-point safety harness, no more than 3 years old, with minimum of 3-inch belts.

(d) Aluminum, high-backed racing seat mandatory.

(e) Window nets, arm restraints and head & neck restraints HIGHLY recommended.

19. NO two-way radios. One-way communication from officials only is allowed.

20. NO mirrors allowed.

21.  DRIVER QUALIFICATIONS – (IRS specific and change from TUSA 2007 rules)

(a) All drivers must be a minimum of sixteen (16) years of age. Proof of age required. No drivers under 16 years of age are allowed due to insurance regulations.

22.  GENERAL REGULATIONS

(a) The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish the minimum acceptable requirements for such events. These rules shall govern the condition of all events, and, by participating in these events, all participants are deemed to have accepted and compiled with these rules.  NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATION OF OR COMPLIANCE WITH THESE RULES AND REGULATIONS. They are intended solely as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator, or official. Any interpretation or deviation of these rules is left to the discretion of the IRS Racing Series and the decision is final. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH DEVIATION OF SPECIFICA-TIONS.

(b) No intoxicating spirits or controlled substances are to be consumed before or during race events by anyone entering the pit area of tracks.

(c) The IRS reserves the right to reject or allow entry of any driver or car.

(d) Abuse or confrontation of any racetrack or IRS official and/or use of abusive language is strictly prohibited. FAILURE TO ABIDE BY THIS RULE MAY RESULT IN SUSPENSION, LOSS OF POINTS, WINNINGS, RECORDS, AND/OR CASH FINE.

(e) Any disputes involving qualifying times, lap scoring, finishing position is under the jurisdiction of the hosting track officials. IRS officials will address winnings, points, or rules interpretations. Any disputes or discussions of this nature are to be held with IRS officials only.

(f) THE DRIVER ASSUMES RESPONSIBILITIES FOR THE ACTIONS OF THEIR PIT CREW AND GUESTS.

(g) Drivers, owners, and/or crew shall have no claims or actions of any kind against or cause of action for damages of any kind, expenses, or otherwise against the IRS Racing Series, any track owner, promoter, or official by reason of disqualification or damage to either car, driver, or both. This regulation shall be deemed a covenant not to sue made by each driver, owner, and/or crewmember to IRS, any track owner, promoter, or official with respect to any alleged act or omission or agreement by any of them.

(h) IRS or track officials at any time for safety, mechanical, or rules compliance may inspect any car.

(i) ANY RULES OR REGULATIONS NOT COVERED IN THIS BOOKLET WILL BE DETERMINED ON A TIMELY BASIS BY THE IRS AND THE DECISION IS FINAL.

(j) Effective date of these rules January 1, 2008.

MOTOR RACING IS A DANGEROUS SPORT AND MAY RESULT IN INJURY, BODILY HARM, OR DEATH.

RACING PROGRAMS:

1.             Insurance
Liability coverage for the event is the responsibility of the promoter.
Personal injury coverage is the responsibility of the individual competitor and crew member. Some personal injury coverage may be available through the promoter or sanctioning organization.

2.             Point fund eligibility
To be eligible for the IRS point fund a car owner and driver must:
Compete in 75% of the current season race events
Properly display the current sponsors on the car
Be a current member of the IRS Racing Series Dwarf Car Division

 

3.             Racing Programs with qualifying
Program one – Up to 13 cars
Run two heats – all cars start both heats
First heat – Invert first six qualifiers with the remaining starting straight up
Second heat – Invert the first six finishers from the first heat with the remaining straight up by their finish in the first heat.
Program two - 14 to 23 cars
Two heats and a feature
First heat – Fastest half of qualifiers – invert the top six
Second heat – Slowest half of qualifiers - invert the top six
Feature – Invert the finishers of the fast heat (6 to 10) depending on the dice. The inversion will pull cars from the second heat when necessary to complete the full inversion.
The remainder of the first heat will line up straight up behind the inverted cars and the second heat cars will line up straight up but behind the second heat cars. The winner of the fast heat will draw a number immediately after the fast heat. The pit steward will administer the draw. A car/driver that fails to complete the heat race will not be included in the inversion.
Program three - 24 to 33 cars
Three heats semi and a feature
First heat – The fastest third of the qualifiers – invert the top six
Second heat – Middle third of qualifiers – invert the top six
Third heat – The slowest third of qualifiers – invert the top six

The semi finishers line straight up behind the second heat cars. (Enough cars will be used to make a 20-car field). The winner of the fast heat will draw a number immediately after the fast heat. The pit steward will administer the draw. A car/driver that fails to complete the heat race will not be included in the inversion.

4.             Alternate program - 24 to 33 cars
Two heats, Semi and a Feature
First heat – Fastest half of qualifiers – invert top six
Second heat – slowest half of qualifiers – invert top six
Semi-Feature – positions 11 and back from the first heat start straight up at the front of the semi. The slow heat cars line straight up behind the fast heat cars by their finishing positions in the heat.
Feature – Invert top finishers from the fast heat (6 to 10) depending on the dice. The inversion will pull cars from the second heat when necessary to complete the full inversion.
The top10 finishers from the semi will line straight up behind the first heat cars. The winner of the fast heat will draw a number immediately after the fast heat. The pit steward will administer the draw. A car/driver that fails to complete the heat race will not be included in the inversion.

On occasion the trophy dash my be treated as a fast heat and will pay points accordingly
Qualifications
If a driver qualifies car #1 then qualifies car #2, with the permission of the pit steward; car #1 will be treated as the slowest qualifier for the night, provided there is a driver available.
Car #2 will be placed according to qualifying and/or any applicable finish position.

 

5.       When no qualifying takes place, line up will be determined by the drivers current season points standings or number draw at IRS discretion
If it is early in the season and there are no season points, the final driver season points from the previous year will be used.
Any driver not listed in season points will be placed at the back of the slow heat. If more than one driver is without season points, they will draw for that position in the back of the slow heat.
If a driver misses his qualification time period he losses one lap. There will be no qualifying attempt allowed after the start of the first non-qualifying race event.
Racing Programs without qualifying
Program one – up to 13 cars
Run two heats – all cars start both heats
First heat – line up cars according to draw
Second heat – invert first group of cars (determined by dice roll) with the remaining straight up by first heat finish.
Program two - 14 to 24 cars
Two heats and a feature
First heat – half of the car count lined up by draw
Second heat – second half of car count lined up by draw
Feature – invert the first group of cars (determined by dice roll) after cars are lined up by heat finishes - 1st inside – winner 1st heat, 1st outside – winner 2nd heat, 2nd inside 2nd first heat, 2nd outside 2nd second heat, etc . A car/driver that fails to complete the heat race will not be included in the inversion.

Program three – 25 to 36 cars
Three heats, semi, and feature
First heat – 1/3rd of cars lined up by draw
Second heat – second 1/3rd of cars lined up by draw
Third heat – last 1/3rd of cars lined up by draw
Semi feature – cars finishing 7th and back from all heats, lined straight up alternating from heat finishes - 1st inside – 7th from first heat, 1st outside – 7th from second heat, 2nd inside – 7th from third heat, 2nd outside – 8th from first heat, etc …, first 6 finishers transferring to feature

RACE PROCEDURES

1.   Any driver change before any event must be cleared with the Pit Steward.

2 .  Alternate cars for any event must start in the rear of the field.

3.   Feature alternates will be added from the semi-feature in the order of finish, provided the "semi" is run before the feature.

 

5.       All drivers are required to attend official driver’s meetings.

5.   IRS reserves the right to reposition a car from the front of a start or restart to the rear if that car or driver poses a hazard to a safe start.

6.  Once a car has been started, and before the green flag has fallen, a participant who stops to work on the car for any reason other than safety or to turn on the fuel valve, will lose his original starting position and must start at the rear of the event. Cars going back to the pit area will not be allowed to restart.

7.  No work may be performed on cars during a yellow flag after the race has started

8.  Yellow flag procedure: The leader on the lap immediately preceding the yellow will assume the lead and slow the field to an idling speed safely. The field will close-up behind the leader. No passing, as the race will be scored back to the last completed scored lap. Yellow flag laps will not be scored. The field will line up in single file the way they were running the lap before the yellow was used. Failure to follow the Flagman's instructions will result in a black flag to the car out of line. The green flag will not be displayed until the field has been completely closed up and the course is clear. Any driver guilty of passing on the yellow will lose the number of positions gained under the yellow plus a penalty of two (2) positions for each position gained. Any car which causes or is directly part of the yellow, may be restarted at the rear of the lap on which it was scored immediately preceding the yellow.

9. When any car is suspected of leaking fluid, the yellow flag will be displayed. Suspect car will be black flagged, directed to proceed directly to the pit area or stop at a designated area for consultation. If after consultation there is no problem, the car will be able to restart in its established position. The "designated area" may be identified at the pre-race drivers meeting or communicated to driver(s) via one-way radio communication from IRS Officials to the driver.

10.   If the race is red flagged because of an accident, those cars involved will restart at the rear of all cars running on the same lap. If the race is called or declared complete at the time of the red flag, those cars involved will be scored at the rear of all running cars on the same lap, with the exception of any running car lapped more than one time.
Example: Race is red flagged and considered completed - the car involved in accident will be scored ahead of any car lapped more than once, only if the involved car is on the lead lap. The only exception would be if the involved car were also a lapped car.

10a.   Authorized Personnel only on Track or Infield: Once race cars have been presented to compete, the only personnel permitted on the racing surface or infield are IRS authorized Track Officials and the driver of the racecar. If involved in an incident/accident, drivers must remain in the racecar unless in immediate danger (IE: fire). No driver shall get out of their racecar for any reason other than to avoid imminent danger or upon approval by a IRS official. The driver may get out if the racecar is in the infield area and out of danger.

All other personnel are not permitted to enter the racing area (racing surface or infield) unless requested by a IRS Official to assist during special circumstances. Crewmembers, Owners, and/or other personnel are not permitted on the track following an accident or injury unless permission is granted by a IRS Official.

If uninjured, the driver should remove the steering wheel as an indication to the safety personnel that no immediate emergency services are required.

11.  When a race is stopped with the red flag, servicing will be allowed only on cars that have a flat tire. Only after permission from the pit steward a maximum of two (2) crewmembers per car will be allowed on the track only to change the tire(s)and check for proper inflation and/or stagger requirements. No other work or servicing may be performed. Once servicing is complete, the car serviced will restart at the tail of the lap it completed. Any service other than flat tire replacement will disqualify the car for the event. Cars returning to the pits will be disqualified. Cars must be ready for restart when called upon. Cars that are not ready upon the push-off of the first car will be penalized one lap. Drivers may get out of their cars, if needed, under a red flag only. No servicing will be permitted in heat race events.

12.  For feature race only: The last two (2) laps will be run under the green flag conditions if possible - one (1) green and one (1) white flag. In case of an accident late in the race, the Safety Director or Race Director may declare any race complete upon the waving of the red flag.

13.  If a driver has a safety problem, i.e. seat belt loose, helmet unbuckled, etc., he/she must stop at the start/finish line. Driver will be able to restart in his/her established position upon official approval.

14.  If a driver gets out of his/her car under a yellow flag while on the racing surface or the infield, he/she will be considered out of the race.

15.   A 360-degree spin will not count as a spinout unless it causes the yellow caution flag.

16.   A driver will be allowed one (1) spin. The first one will allow him/her to restart at the tail of the field; the second spin will put him/her in the pits at the discretion of the Pit Steward.

17.   No driver change will be allowed after the green flag has fallen to start the race.

18.   Any car involved in a flip must be inspected by the Technical Crew. Restart is upon the decision of the Race Director, or Safety Director with guidance and consultation from the "tech crew."

19.   A lap is considered completed when all cars but the last four (4) cross the start/finish line (minimum 14-car start field).

20.   Once a car leaves the racetrack and sits for one or more laps in the infield, it may not  re-enter the race.

21.   Absolutely no three (3) or four (4) wheelers will be allowed on the track before or during any race at anytime. Three or four wheelers may push racecars to the line for the main event only. No person under the age of sixteen (16) will be permitted to operate any motorized vehicle. Three or Four wheeled vehicles are approved for use by the Track Crew, Safety Crew, or Fire Crews as needed.

Points Structure The IRS Series Dwarf Car Division point’s structure will not be in place until the 2009 racing season. Track promoter at Bureau may be running a points program for all divisions which is not under IRS control for 2008.

Any participant, Car entrant or attendant who in the judgment of the Director of Competition or Board of Directors is guilty of Conduct Detrimental to Racing or to the IRS, on or off the track may be suspended and/or fined by the Director of Competition or the board of Directors.

Conduct detrimental to racing includes but is not restricted to:
Unsportsmanlike Conduct.
Improper Language.
Assault or Battery.
Alcoholic Beverages or Illegal Substance Use.
